Hosted by CCF Victoria CEO John Kilgour, this dinner event will include discussions on key issues currently facing the civil construction industry, and presentations on CCF’s latest advocacy work and new initiatives, designed to benefit the civil construction industry.

Event Speakers:

John Kilgour – CEO CCF Victoria

John will be presenting on CCF Victoria’s recent and upcoming work on behalf of the industry, and the latest CCF’s advocacy work.

Known for his strong advocacy work and networks at local & State Government levels, John joined CCF in February 2016 from the Committee for Ballarat where he was CEO.

Prior to joining the Committee for Ballarat, John has a long and distinguished career in the downstream oil industry with BP.

During his 34 years with the BP Group of companies, John delivered major investment projects in the oil and gas, retail, petrol and convenience sectors throughout Australia, New Zealand and South East Asia.

In February 2017, John was appointed President of the Victorian Civil Construction Industry Alliance, of which CCF is a member.

Brian Westley – Director Presentation & Assets, City of Greater Bendigo

Brian Westley, Director Presentation & Assets of City of Bendigo, possess a Bachelor of Business, Certificate IV in Workplace Health and Safety, Graduate of Australian Institute of Company Directors.

Brian is a respected and strategic leader having worked in State Government for 17 years, with the past six years in various executive leadership positions.

Brian has led a variety of functions including policy, operations, business support, community engagement, statutory planning, business case development, strategic land use planning and emergency management.

In 2017, Brian was the Project Director of the Country Roads Project; the largest public engagement in Victorian transport, connecting with more than 11,000 Victorians.

An advocate for environmental sustainability, Brian was the previous Chair of the Victorian Recycled Products in Roads Taskforce.

Brian has a relentless drive to help people reach their full potential, whilst ensuring great outcomes for the community.  Brian has spent the majority of his working life in State Government and the private sector, although he is currently a Director at the City of Greater Bendigo.

Brian has spent most of his life in Bendigo where he and Bek are now raising their four children.

Steve Healy – Executive General Manager Climate and Population Adaptation, Coliban Water

Steven has been with Coliban Water for 10 years, prior to which he worked with South East Water, Gippsland Water and Melbourne Water holding positions in water operations (headworks, water treatment and distribution) construction, planning and integrated system management (environment, safety, and drinking water quality). Prior to this he worked overseas in construction in the food and pharmaceutical industries before returning to Australia.

Whilst at Coliban Water Steven has been responsible for the management of all raw water systems from our catchment up to the water treatment plants, including managing the rural system and water resource planning. Also, he has been responsible for Developer Services and Water and Sewer Planning.

Steven holds a Bachelor of Engineering (Civil and Computing). Steven’s current position is leading the team responsible for climate adaptation and mitigation, infrastructure planning and delivery, innovation and servicing the needs for growth in our region.

Steven will talk about how Coliban Water manages water and waste water services across the region. This will include how the business is funded and the current program to develop a pricing submission and an urban water strategy. Steven will describe the climate challenges facing our region in the future and how they have already impacted the way we live and work. Of particular interest will be Coliban Water’s Capital Investment program over the short and medium term and how Coliban Water plan to deliver this.

Adrian Panozzo – CCF Project Manager, Positive Plans – Positive Futures

Adrian Panozzo will be presenting on CCF Victoria’s Positive Plans – Positive Futures Program (Mental Health & Wellbeing), designed to support business owners and senior leaders in the leading, development and implementation of mental health action plans in their organisations.

Adrian has over 25 years’ experience launching and leading businesses and large-scale community programs across elite sport, corporate and not for profit organisations.

He is the is a Winston Churchill Fellow and is a graduate of Stanford University’s Executive Program for Not for Profit Leaders.

Adrian is also the Director of the Better Life Group which focuses on creating initiatives with a social impact such as homeless phone company Better Life Mobile, which received global recognition in 2020 as winners of the World Mobile Phone Congress Dragon’s Den Award.

He has twice finished the Marathon de Sable a six day 240km foot race across the Sahara Desert, described as the toughest footrace on earth.

He has completed 10 Ironman races including the Hawaii Ironman World Championships and was a professional field umpire in the Australian Football League.
